  • Request for Allocation (FY2026): One-Time STEP-VA Funding for Improvement or Enhancement to System Transformation Excellence and Performance (STEP-VA)

    Overview: The Department of Behavioral Health and Developmental Services (Department) is issuing one-time grants to Community Services Boards/Behavioral Health Authorities (henceforth the term “CSB” will stand for both CSBs/BHAs) for State General Funds (SGF) beginning in fiscal year (FY) 2026 for enhancements and improvements to System Transformation Excellence and Performance (STEP-VA).

    Deadline for Applications: January 12, 2026, no later than 5:00pm. Early submission is encouraged, as it is the intent of the Department to review responses to the RFA on a rolling basis as they are submitted and received in WebGrants. The final decisions will be made no later than March 2, 2026, and disbursed by warrant payment following execution of the Exhibit D.

    Submission Requirements: Must be submitted via WebGrants. No submissions via email. All negotiations will occur via WebGrants. Additional communications, requests for clarification, further information, or questions regarding application may occur directly via telephone call or email.
